There's still some phasing issues around ICC itself, primarily near the main raid entrance and just outside the Frozen Halls entrance. I can't see any NPCs there whatsoever, but if I step just inside the Frozen Halls doorway I can see NPCs appearing on the rampart outside.

For reference, I've finished every Icecrown phasing chain and do not have Argent Tournament dailies in my quest log.

Just to confirm, did you transfer Tehcheat over to the PTR? Also to which server did you transfer this character?
