I think this Feat of Strength will be a great addition to the game for those of us who love working on repution; however, I'm curious to know how Honored with Bloodsail Buccaneers will work.

1. Are we required to have Honored with Bloodsail + Exalted with the Steamwheedle Cartel at the same time? (Yes or No, please)

if not...

2. How will this achievement work retroactively? I don't think it would be fair to have exalted with Steamwheedle Cartel and then be forced to work backwards to get the Bloodsail one.

My suggestion would be to lower the requirement on Bloodsail Buccaneers to Friendly. That way the achievement [Avast Ye, Admiral] will be easy to use for a retroactive check.

No matter how this will work out, I think a lot of people will be ecstatic to see more achievements like this one.
