Design Choice or Bug?

Explosive shot on the PTR has the following issues:

1. Hand of Protection(The one that absorbs physical damage) absorbs the damage done from Explosive Shot.
2. Anti-Magic Shell also absorbs the damage done from Explosive Shot.
3. Explosive Shot is affected doubly by resilience. This means that it is affected by the Periodic Damage reduction and by the Critical Strike Damage reduction. This makes its crits very weak.
