Can't turn in quest Pink Elekks On Parade!

Hi
I have completed the world event quest "Pink Elekks On Parade" but I can't turn it in.
There is not question mark on the quest givers head, and in my quest log it is marked as completed. And I am not in raid etc.

What is wrong? I really need those 40 tokens.
