3.0.8 PTR Build 9464

This page will be updated continually as we find any changes related to this build.  Stay tuned for updates once the PTRs are up and running.

New Skins for Blizzard Launcher, Blizzard Downloader and Blizzard Updater

The skins for both the Blizzard Downloader and Blizzard Updater have been modified for patch 3.0.8.  The Options menu has been updated with a new skin as well, and includes the ability to change various game settings from the launcher, before the game starts.

Changes

As with last time, skill changes courtesy of wotlkwiki.info.

General

Enchanting

  • Enchant Weapon - Titanguard - Stamina value reduced from 75 to 50.  Enchant is still missing from trainers/vendors just like the last PTR build.

Posted Image Death Knight (Skills / Talents / Glyphs)

  • Vampiric Blood - Temporarily grants the Death Knight 15% (was 20%) of maximum health and increases the amount of health generated through spells and effects by 35% (was 50%) for 20 sec.  After the effect expires, the health is lost.

  • Tranquilizing Shot - Mana cost reduced to 8% (was 12%) of base mana.
  • Lock and Load - Proc chance increased to 3%/7%/10% (was 2%/4%/6%).
  • Spirit Strike - Changed to apply additional damage when effect ends, rather than over time.

Posted Image Paladin (Skills / Talents / Glyphs)

  • Glyph of Turn Evil - Reduces the casting time of your Turn Evil spell by 100%, but increases the cooldown by 8.0 sec.

  • Ambush - Now awards 2 combo points (was 1).
  • Lethality - No longer works with combo moves that require Stealth.

I have checked all the vendors in wintergrasp now that i can get on. The Wintergrasp Commendation is only buyable with wintergrasp marks. There are none that are buyable with shards.

Also the Libram of Reciprocation Finally got changed over to Crital strike rating instead of haste.

Killing Machine is no longer proccing on Off-Hands for Death Knights that are Dual Wielding, only on Main Hands.

Well not to sure if this was mentioned, but Glyph of Mend Pet just got better.

On live the first time you use mend Pet, your pet gets 20 Happiness (One Time)

On PTR, it's 20 Happiness every tick, so 5 ticks.

I didn't have the talents points into Improved Mend pet.

My pally likes that libram change, but why only Command? I use SoMartyr when I DPS, what good is that libram then?

Ironic, there's a blue post by GC saying "yes we know rogues need a pve buff to make up for us nerfing them instead of fixing bugs but we cant buff them at the moment as there doing quite well in pvp"

and now they take away 30% of our Ambush crit bonus,

so we're nerfed in pve (they said it) and now we're losing some burst in pvp

excellent

(and this isn't about rogues been op or not op, its just purely comical that blizzards left and right hand don't talk to each other)

Keep in mind Blizzard likes to test their new ideas on the Test Realms, so this is likely something that they might not be planning to implement live when this patch comes out, but maybe somewhere in the future where they have more Rogue changes in the future. Community Representatives have constantly reminded the community that everything on the Public Test Realms can change, and are never set in stone.

The only reason I can see for it now is PvP with SoC, but even then, there are better.

thats true, and they did state they'd look at rogue pve after .8, however its still ironic that they state "pve is bad, but pvp is good, so we can;t buff you for pve incase we buff you in pvp, then they slightly (and I mean the changes that you guys have't put up yet as Kodys sleeping) nerf our arena balance, especialy rogue ret combo

as I said i'm fine with the changes, rogues are good in pvp, but its just the reasoning they give falls short when they do things like this

I have a feeling the primary reason for this change was Shadow Dance. However, a portion of that lost damage should be returned via the extra combo points you generate -- it just won't be as substantial on the burst end anymore.
