Maybe you should have that section in the beginning of your encounter so that can be read, and any additional information can be read later on if you didn't cover it.
I however, decided to try my luck on this and might be pushing a couple pages. Who knows though.

It's a very good idea to pick players' brains once in a while and see what they're able to come up with, which can possibly lead to a bit of game improvement , and generally, have some fun

1) After careful consideration, we'll be withholding making submissions public until the deadline has passed. I feel this is the fairest way to go about it. From there, the rating will begin and everyone will truly be judged only on their own ideas.
2) Submissions are limited to one encounter per person, though your encounter can comprise as many NPCs as you'd like. Just remember to keep the "phases" of an encounter on the low side -- something that changes continually either has to last a long time or those phases don't really contribute much to the encounter. And if you have something that lasts too long, that can stop being fun (especially after someone does it 5+ times).
In regards to whether or not Blizzard will read the submissions... they're definitely aware of the contest (we have them to thank for the BlizzCon cards, after all). I wouldn't expect exact encounter designs to ever make it into WoW though due to potential copyright issues. However, it never hurts to have some examples for your resume if you ever decide to pursue game design as a career.

Also, how detailed are we supposed to be in terms of balance issues? I have my encounter mostly designed, but lack any numbers to accompany it, like hit points, base melee swings, spell damages. It includes times and percentages that are about the enrage mechanics and phases, and number of adds, but thats it.

Just keep in mind that if you do use major lore characters, then there will be an expectation that your encounter is befitting that character.
A good example would be saving Ysera from the corruption currently affecting the Emerald Dream.

That's a nice idea, but not what we're looking for here
All entries should be one and only one boss encounter.
