The ToC way was: "give to casuals many raid instances to gear up, and a 10 men raid instance with high item level loots" ( heroic means nothing when you have few people to manage and a LOT of space to stand and move).

Ulduar was fine, but that won't garant more customers as these faceroll raid instances that can attract all the world kids.
