Agree with marlance, if they really want to make it easier for players to 'play with their friends' then lower the price.

A guild I was in broke up shortly after Ulduar and all the players scattered to various servers. A few went in groups, one of which ended up on a server they really didn't like. The guild they had transfered into wasn't a good fit for them and they later decided that there really wasn't a single guild on the server they would be happy in. A couple of them quit the game before their transfers were up. I can't be certain but I'm fairly sure they would still be playing today if there hadn't been the transfer cooldown. That's another $25 in Blizzard's pocket for the second transfer on top of added subscription fees.
I'd consider those players to be "normal" players--sure they're selective in wanting a hardcore raiding guild, but they're not the type to jump servers constantly just because. I'm sure others know many players they would consider normal who would have benefited from this change.
