If' you'd read a little more before you complain, you'd see that the other druid forms are all getting overhauled eventually. Just right now Blizz wanted to get the two oldest forms (bear and cat) updated first.

It's going in with 3.2, so no ETA on that yet.

As for the skin that displays, for night elves it's based on your hair color. For tauren it's based on your fur color.

What the heck is on their neck? Oh well, glad to see Blizzard finally deciding to overhaul the models. I personally believe the Tauren forms got the better updates on the models (not saying the NE ones are bad, just not up to the par I would like to see)
