Do you think there might be chance of having 4 item tiers (t7-t10) in wotlk?

Yeah, it's possible if they give each new raid a seperate tier. Or some could be like Sunwell, where it was only considered a half tier upgrade.

That's very subjective, honestly. The item levels in Sunwell jumped fairly substantially over Black Temple (151-154 for normal bosses, Kil'jaeden's jumped as well). I would personally count Sunwell as a whole new "item tier."

The problem is people are confusing the sets as item tiers -- just because there isn't a new item set doesn't mean the item tier shouldn't change.

In BC the general trend was that each new set of instances was 13 item levels above the previous set, with the final bosses having gear 13 levels above the rest of the instance. This wasn't totally true in the t4 content which started at ilvl 115 then jumped to 125 for end bosses (SSC and TK were baseline 128) and it also broke down at Kil'jaeden and for various other Sunwell items.

So far in Wrath it looks like they plan to stick pretty firmly to the 13 ilvl jumps. Naxx and Sarth 10 give ilvl 200 gear with Kel'thuzad and Malygos giving 213. The 25 man versions are all 13 ilvl above the 10 mans and iirc there was a blue post a while back saying that that one "tier" difference between normal and heroic would be maintained. That post was pre-launch and I think even early on in beta, so we'll see.

As Kody said, there may be no t10 in WotLK but you can bet Icecrown Citadel will give loot right around ilvl 239 for 10 man and ilvl 252 for 25 man, which would make it a fourth "tier" of wrath gear.

We do think it is odd that armor penetration in general is more valuable against characters with the least armor, and that is something we might change in the future.
What part of DUH do Blizzard class designers not understand.

Where is Mankrik's wife?

Please don't quote Vaneras for the information about Ulduar. You should quote the original poster, Daelo, in the US Dungeons and Raid forums.

Quoting Vaneras perpetuates the myth that the EU gets blue posts that aren't simply cut and paste from the US forums with a 24-48 hour lag.
