Ok, I'm getting a little confused. For ranged dps, what is the spell Hit % are we supposed to be aiming for? Currently in live, we need to aim for 16% Spell Hit with a 1% chance to Resist the spell (Besides talents that lower this percentage). But with integration of Spell Hit and weapon Hit into one stat, I'm hearing information on all over the place. One place I'm hearing 16% is still what we need to be aiming for. Other places, I'm hearing 9% because that is what current live weapon hit is at. Other places I'm hearing 10% since they are supposedly lifting the 1% chance to resist on weapon hit. So does anyone know a definitive answer to this?

The answer I had heard was 9%.
It almost seems as though they are joining spells and melee under the same roll system. Spells even say "miss" now instead of resist. The big differences would be avoidance, glancing blows, and partial resists.

I don't know the answear on your question. But it would seem odd that they change the base mechanics in the game if you ask me. I would say that it's unchanged (they only make it as same stat, just as critical strike is in WotLK). I doubt that a mage/lock for instance would roll/bid on a 140 dps dagger with 40 hit rating and 68AP. Same as a rogue would not roll/bid same shit, but with 400 spellpower.

Anyway, good luck finding a legit answear. :D

There was no change in the percent chance to miss with spells, that rumor was proven wrong. The only mechanic that changed was you will no longer have a minimum 1% to miss with spells. The spell miss chance is:

Equal Level: 4%
+1 Level: 5%
+2 Levels: 6%
+3 Levels (boss): 17%

This means post 3.0, the spell hit cap at level 70 that you will get effective from your gear is 215, which will mean you will never miss with a spell (you will still get partial resists). At level 80, it will be 446. That is not counting any talents or buffs you might have.

After 3.0, there is only one stat on gear called "Hit Rating" which will provide both melee and spell hit. There is also only one stat named "Crit Rating" which will provide melee and spell crit. While you will gain the same percent of spell and melee crit from the same amount of rating, it takes different amounts of rating for spell and melee hit, so those will be different.

I thought equal level miss chance would be 5%, like everything else? And I also thought +2 levels was 12%. Well, in any case, +3 levels is definitely 17%.
Also, you will always have a 1% chance to miss with a spell. Unless it's changed in WotLK, you can't actually "cap" spell hit.
As for spells looking like they miss as if they're physical projectiles, that is intended in WotLK. They're supposed to be registered as misses in the combat log and appear as such. It makes sense. It takes a certain amount of concentration to focus a fireball or frostbolt to hit a target far away. It's easy to miss just like with a bow or gun.

Well, that'll be hilarious to see. It's already funny enough to watch Avenger's Shield miss. Now it'll look like some poor, unaware guy behind your target will get smacked with a giant ball of fire.

I could've sworn it was 16%. My lock is sitting at the hit cap atm and it says 16%.

But in 3.0 that will go up by 1% since we will no longer get resists.. i think

but one thing is sure...16(or 17 iof they eliminate that last 1)% is still cap vs bosses....that wont ever change
