Arcane Frost spec dilemma

I want to go deeper into the frost tree for less CD on Icy Veins and Ice Block etc.
But, should I go 34.0.27 with Arcane Power? http://www.wowhead.com/?talent=oV0E00fzxGzbZZVAMcof0ob
Or go for Ice Barrier instead? http://www.wowhead.com/?talent=oV0E00fzxuZZVAMcof0ofo

I like both the frost and the arcane tree, but its hard to choose for PvE / PvP perspective imo. I guess the latter is better for more survivability, for doing PvE and PvP.

Any thoughts? And no, no fire.

Deep Frost if you want to PvP, and Arcane is best for PvE then if you really want no Fire

What would then be best? Spamming Frost spells or some sort of AM-AB cycle thingy?

Arcane Blast spam, Frostbolt when low on mana and have evo/gem/pot on cd


Also gem for intellect for more mana and spell damage

Gem for int really, even if your using Brilliant Lionseye's thats 10 int and 2.5 spell damage. Compared to 12 damage.

And a 40/0/21 build your best bet is probably either ABx3, AM, Frostboltx2. Unless your looking at short fights where mana is a near non issue then just Ab to your hearts content. Problem with my build is your going to give up 3/3 empowered arcane missiles for cold snap.
